Welcome to the County of Putnam – Purchasing Department’s web site. Our site is designed to assist current and potential suppliers, County Agencies, and all municipal governments located within Putnam County.

Suppliers and contractors are invited to visit our Resources section where they can register for the County’s Bidders List, view and download current Requests for Quotations, Invitations to Bid and Requests for Proposals.

County Agencies and other municipalities are invited and encouraged to visit the Buyer Resources section where they will find a database of County Contracts, links to New York State Contracts and the County’s Procurement Policy.

Bid & RFP Information

The Empire State Purchasing Group, is a group of municipal agencies located in throughout the state that joined forces in March 2002 to create this Regional Bid Notification System to notify businesses of bid and contract opportunities.

Businesses can gain access to all participating agencies bid information from this one website. This system provides instant access to all of our Bids, RFP’s, Quotes, Addenda and Awards online. Government agencies from Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester Counties are welcomed to use this system. In addition to the current participating agencies, more are expected to join in the future.

The County of Putnam utilizes a shared bidder’s list with over 141 governments throughout the state. The Empire State Bid System is a group of municipal agencies located throughout the state that joined forces to create a Regional Bid Notification System to allow easy access to bid and contract opportunities.

Over 41,000 local government contracting opportunities are available on this system.

Hudson Valley Municipal Purchasing Group (HVMPG)

The Hudson Valley Municipal Purchasing Group (HVMPG), an instrumentality of local governments (General Municipal Law §119-o), is the regional purchasing organization of Hudson Valley local governments and certain not-for-profit organizations providing services on behalf of local governments. The HVMPG works on procurement related issues in an effort to provide efficiencies in the procurement process and obtain the best value for its taxpayers.

Regional Bid Notfication System

The County of Putnam utilizes a shared bidder’s list with over 141 governments throughout the state. The Empire State Bid System is a group of municipal agencies located throughout the state that joined forces to create a Regional Bid Notification System to allow easy access to bid and contract opportunities.

Over 41,000 local government contracting opportunities are available on this system.

Local Businesses can now gain access to all ESPG participating agencies contracting opportunities from a single website. This system provides instant access to the Purchasing Department’s Bids, RFP’s, Quotes, Amendments and Awards online. Local government agencies from Rockland, Orange, Ulster, Dutchess, Putnam, and Westchester utilize this system.

Vendor Registration Options

Vendors that would like access to contracting opportunities from agencies using this system have two options when registering. Businesses should compare both options and determine which is best for their company.

Free Registration – there is no charge for businesses to register and gain access to contracting opportunities. Businesses who select the free registration option have access to the site 24 hours a day, seven days per week. Businesses can search by each municipal agency to determine what contracting opportunities are currently available and download the bidding documents from the system.

E-mail Notification – Businesses can receive instant alerts by e-mail for all formal Bids and RFP’s, all Quotes and all Amendments. There is a $89.95 annual fee for automatic e-mail notifications. This fee is hundreds of dollars less than most Bid Service Bureaus charge and is considerably less than paying for newspaper subscriptions to search for Public Notices of contracting opportunities.

The Hudson Valley Municipal Purchasing Group (HVMPG)

The Hudson Valley Municipal Purchasing Group (HVMPG), an instrumentality of local governments (General Municipal Law §119-o), is the regional purchasing organization of Hudson Valley local governments and certain not-for-profit organizations providing services on behalf of local governments. The HVMPG works on procurement related issues in an effort to provide efficiencies in the procurement process and obtain the best value for its taxpayers.

The HVMPG initiated its Cooperative Purchasing Program in 2002 with the basic objective of reducing costs through economies of scale created through volume buying and to make it easier for Hudson Valley businesses to obtain information about local government contracting opportunities through the use of a Regional Bid Notification System. Participating jurisdictions have also experienced cost savings through the reduction or elimination of administrative costs through the use on the Regional Bid Notification System.

The HVMPG promotes an exchange of management and technical information among area purchasing officials and encourages the continuing education of procurement professionals throughout the region.
