Representatives from Dinapoli’s office arrived earlier this month

Putnam County Executive Requests & Welcomes New York State Comptroller’s Office for Risk Assessment of Putnam County Government

Carmel, NY – Earlier this year and throughout last year’s transition period, Putnam County Executive Kevin Byrne engaged in a variety of discussions with the New York State Comptroller Tom Dinapoli’s Office to explore various resources the Comptroller’s Office makes available to support local and county government. After consulting with both the county’s current and former Commissioner of Finance, County Executive Byrne formally requested the New York State Comptroller's Office’s support by inviting their office to conduct a comprehensive risk assessment and review of the county's financial practices. The County Executive’s request was granted and comes at no local cost to county property taxpayers. This initiative is part of the Byrne Administration's commitment to transparency, accountability, and ensuring the highest standards in financial management.

"By inviting the New York State Comptroller's Office to conduct a risk assessment we are reaffirming our commitment to transparency and accountability in our financial practices,” said County Executive Kevin Byrne. “This review provides us with an opportunity to ensure the highest standards in financial management and identify any areas where we can further improve."

The request for this assessment was made by County Executive Byrne, emphasizing that it is not the result of any complaint and is not disciplinary in nature. Instead, it serves as an additional measure to enhance transparency and accountability within the county's financial practices. Importantly, it should be noted that this review is not an audit and was specifically invited by the current administration.

“I fully endorse the decision to invite the New York State Comptroller’s Office for a risk assessment and review,” said Legislator Joseph Castellano, Chairman of the Audit & Administration Committee. “This comprehensive evaluation will help us strengthen our financial systems and processes, ensuring efficient and effective use of taxpayer dollars.”

Earlier this month, a team from New York State Comptroller Tom Dinapoli’s Office arrived in Putnam County to begin the process of conducting the risk assessment and reviewing financial records and procedures. The County Executive's Office has facilitated the collaboration between the Comptroller's staff and county departments, ensuring full cooperation in a professional and timely manner.

The objective of this review is to assess the overall financial management and controls within Putnam County government, with a focus on identifying potential areas for improvement. The process will be conducted with the utmost professionalism and in compliance with all applicable laws, rules, and regulations.
