WIOA SPECIALIST

DISTINGUISHING FEATURES OF THE CLASS Work involves promoting and developing the Workforce Innovation and Opportunity Act (WIOA) Program in Putnam County through raising public and private sector awareness and support for the Workforce training programs through marketing, outreach and education. Responsibilities include providing and promoting WIOA program information throughout school districts, locating and developing on-the-job training opportunities for program participants, and related projects and initiatives. Extensive contact with employers, personnel managers and hiring authorities in the community, as well as with school districts and youth participants is required. Additional duties may include conducting labor market studies and analyses relative to employment, business and occupational trends, and incorporating such research in program planning. Work is performed under general supervision of the Coordinator of WIOA/Employment & Training Programs. Supervision of employees is not required. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Markets and promotes WIOA Youth Programs throughout school districts;
  • Locates and develops on-the-job training opportunities for job-ready program participants with prospective employers within the area serviced by the WIOA Program;
  • Determines WIOA program eligibility for program participants;
  • Assists with placement of job-ready program participants;
  • Handles all customized or on-the-job training related One Stop Operating System (OSOS) entries;
  • Acts as WIOA Representative on special projects;
  • Prepares and maintains accurate records of activities, and prepares written and verbal activity reports as required;
  • Develops and maintains on-going relationships with public and private sector executives and employment personnel to enhance awareness of, involvement with and support for WIOA Program activities within the area serviced by the WIOA Program;
  • Develops all customized or on-the-job training contracts;
  • Follows up on all customized or on-the-job training contracts at regular intervals to ensure program success for both employers and WIOA Program participants;
  • Gathers information on current and potential labor needs and expected standards of performance for the development of training programs and overall program planning;
  • May perform case management for individual workforce clients;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Good knowledge of applicable rules, regulations, policies and procedures as they affect WIOA and related programs, activities and services; familiarity with employment conditions and trends of the local labor market; familiarity with the methods and techniques used in the planning, development and implementation of employment programs; ability to promote, market and educate about WIOA and related programs, activities and services; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships; initiative; resourcefulness; integrity; tact; good judgment.

MINIMUM QUALIFICATIONS: Either

  1. Masters degree and New York State teacher certification; or
  2. Bachelors degree and one (1) year of full-time experience in WIOA, JTPA, or similar employment program field; or
  3. Bachelors degree and one (1) year of experience in recruitment, placement, or job development; or
  4. Bachelors degree and one (1) year of full-time experience in marketing; or
  5. An equivalent combination of training and experience as described in a), b), c) and d) above.

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENT:

Access to transportation may be required to complete possible field work assignments in a timely and efficient manner.
